Sender has the choice is recommended to send email participants individually or in bulk. If individually. However, if there is MANY sign-ups, bulk email is the option to go, if bulk email is created, make sure the participants' emails are in BCC to protect email address to be seen by other participants.

I would put a preference for individual, but state if there is MANY sign-ups, that bulk is an option
